Because we are licensed to provide real-estate valuation services in accordance with the provisions of Law No. 16 of 2017 concerning the organization of the work of experts in Qatar, we support our clients’ investment and financing decisions by providing impartial ,independent and professional opinion of the fair market values of their properties, while ensuring that our valuation will always be consistent with and reflective of the prevailing real-estate market and macroeconomic environment in Qatar.

We, at Al-Rasheed Real-Estate Services Company, are keen to provide our clients with advice and guidance that conform to the professional principles and practices recognized in the real-estate valuation profession in Qatar and to the valuation standards issued by the International Valuation Standards Council (IVSC). We are also most eager to provide high levels of performance excellence commensurate with our extensive knowledge and practical experience. We always strive to recognise the various factors that affect the end result of our work as real-estate valuers, particularly the differences in the conditions and attributes of each property being valued compared to similar properties for which purchase and sale transactions have been concluded before or at the time of commencing the valuation process.

During the past 13 years we have completed more than 13000 valuations covering all types and classes of properties with estimated market values ranging from QR. 1,5 Million to more than QR. 2 Billion for individual properties with the highest estimated value we have accorded to a single valuation exceeding QR. 10,1 Billion.

Real-Estate Valuation

The International Standard for Valuation IVS-105 , 2017 edition, identifies three groups of real-estate valuation methods. Although there are other methods that have been devised over the past few years, the following three methods still account for the great majority of valuations performed globally:-

Comparable Market Valuation Method

This is the most common method applied in Qatar and recognized by Qatari banks, courts and companies. The Comparable Method is used to value the most common types of property such as undeveloped land plots, houses and residential, commercial & office buildings based on identifying comparable transactions executed for properties similar to the one being valued, during or close to the date of commencement of the valuation process, and then analyzing the values of executed transactions to arrive at the best estimate of the fair market value of the property .

Income Valuation Method

The Income Valuation Method is based on the determination of two indicators that are necessary to complete the valuation process , namely (1) the current annual income (less expenses) of the property OR net cash flows expected to be realized over the useful life of the property AND (2) the annual rate of return that reflects the average net return (yield ) prevailing in the market at the time of valuation adjusted vis – a – vis the levels of risk associated with the type of property being valued and the volatility in market yield .

Once the above 2 indicators have been appropriately determined, the estimated market value of the property being valued can be reached in one of two ways:-

Capitalization of the annual net income using the Yield prevailing in the market.
Calculating the net present value of the expected net cash flows to be generated over the useful life of the property using the Yield prevailing in the market as the Discount Factor.

The Income Method may be used when there are no comparable rental/sale transactions available or when valuing large properties with different income generating activities such as hotels and malls.

Cost – Based Valuation Method

This method is based on the economic principle that a potential buyer will not pay for the purchase of a property more than the cost of obtaining a new property similar to the one being considered through purchase or construction . In this case, the buyer expects that the seller will accept to adjust the asking price to recognize the age and present condition of the subject property in the event that it is not a newly constructed one compared to the market cost of building a similar property.

It should be emphasized that in the absence of sufficient information and factual data to perform the valuation by using one method, the valuer may use more than one method to reach a common factor on the basis of which the valuer can arrive at an estimated fair value for the property that is most equitable for the parties involved.

Importance of Real-Estate Valuation in Qatar

Real-Estate Valuation is a requirement and a necessity for the society; and in most cases, valuation is a legal requirement or a prerequisite for the implementation of contracts and commercial & banking transactions. The following are the most important reasons why certified and legal valuations are carried out in Qatar:-

Credit, financing and mortgages provided by banks and other lending institutions.
Lawsuits and disputes concerning the distribution of estates, adjudication of the ownership of partners and liquidation of companies.
Distribution of inheritance among the heirs in accordance with the provisions of Sharia Law.

Residential, Commercial and Administrative Property Management

Al-Rasheed Real-Estate Services Company ensures the monitoring, control and supervision of the properties it manages. In particular, the Company’s property management services include:

Preparation (in Arabic & English) of lease agreements followed by their ratification by the Ministry of Municipality & Environment.
Follow-up and timely renewal of lease agreements.
Maintaining an independent file for each property being managed by the Company for keeping all related documents and correspondence and continuous updating of the files contents.
Timely collection of rents (by the Company or directly by the owner), and – in case of payment delays – rigorous follow-up with the tenants to ensure collection or strict implementation of the penal procedures specified in the lease agreements.
Payment and settlement of all service, electricity, water and municipal charges in case the lease agreement stipulats that the owner bears the charges.
Filling any vacant units in the event of evacuation, expiry of the lease agreement or non-renewal by endeavoring to secure the best rental rates prevailing in the market.
Preparation of monthly reports to owners.
Advising owners of the potential for maximizing rental amounts by carrying out improvements or maintenance on the properties being managed.
